How to Build Your Contingent?  
Building your contingent for the Jamboree requires careful planning to ensure a diverse, well-structured, and well-supported group of participants and volunteers. Below you will find recommendations to help you assemble your delegation contingent effectively.  


Contingent Size and Limits  
 
Each contingent must comply with the participation limits outlined in the Terms & Conditions. The maximum size of any contingent is 10% of the total number of Jamboree participants, meaning no contingent can exceed 3,600 people. This ensures a balanced and diverse event with participation from across all Regions of Scouting. 

Youth Participants and Unit Structure  
 
Youth participants attend in Patrols of 9 Scouts with 1 Adult Patrol Leader. Four Patrols together form a Unit. If an NSO cannot bring a full Unit, international Units will be formed with Patrols from different NSOs.  
 
Adult Volunteers and Roles  
 
Adult volunteers play a vital role in the Jamboree and can join in several capacities:  
 
Adult Patrol Leaders (APL)   – Supporting and guiding Patrols.  
 
International Service Team (IST) members – Helping deliver the Jamboree experience.  
 
Contingent Management Team (CMT) members – Overseeing the Contingent’s logistics, welfare, and overall support.  
 
Each contingent is expected to bring IST members to contribute to the Jamboree’s operations. However, the number of IST members cannot exceed the number of Youth Participants in your contingent. 

Each contingent is encouraged to have at least two CMT members, one of which should be the Head of Contingent, who serves as the primary point of contact. The number of CMT members allowed is based on the size of the contingent. Further details on registration and limits can be found in Circular #1. 
 
We suggest that, where size allows, the CMT should include adult volunteers covering essential roles such as: health and safety, Safe from Harm, IST coordination, finance and logistics.

IST Pre-Selection for Special Roles  
 
During the IST selection process, Contingent Management Teams will have the opportunity to pre-select IST members for specific roles, such as supporting Contingent Pavilions (National Tents) and Food Houses if planned. Further details on registration and limits can be found in Circular #1.
