The first step in making the Jamboree a Safe from Harm event is prevention and education. The responsibility to create a fair, safe and respectful experience at the Jamboree is a responsibility shared among all the people engaged in this venture. Therefore, we will prepare a diverse range of learning experiences for everyone joining the Jamboree: 

• For all adults joining the Jamboree site, there will be a compulsory Safe from Harm e-learning course consisting of three modules: 

• Module 1 – SFH at World and Regional Scout Events  

• Module 2 – Safe from Harm at a Jamboree  

• Module 3 – Safe from Harm at the World Scout Jamboree in Poland  

All the modules will be available on the Scout Learning Zone (WOSM e-learning platform). After completing all three modules, you will receive a certificate, which is required to enter the Jamboree. 

• All adults visiting and working (e.g. contractors, guests) at the Jamboree will go through the compulsory Safe from Harm briefing. 

• We would like to engage in the safeguarding practices of the largest and the most important group at the Jamboree – participants. We will prepare a pre-Jamboree learning experience for participants, introducing them to the principles of safe behaviour, the Jamboree Code of Conduct and preparing for the most common Safe from Harm challenges among youth participants. Learning material will be distributed to the Contingents with a recommendation to pass it to the Patrol and Unit Leaders. It will include a range of different activities applicable in different settings: group meetings, individual engagement, and online participation.  
  Youth participants’ learning experience will be available in the second half of 2026, giving almost a year for all patrols and units to use its content at their preparatory meetings. The learning material will be available in English, French, Spanish, and Arabic.  
  It will not be a compulsory task to complete the participants’ Safe from Harm Pre-Jamboree learning experience, but we do advise that each Patrol and Unit Leader will use it to introduce participants to the Safe from Harm measures.  

Some of the preparation you can start even now! Part of the learning experience will be the Jamboree Code of Conduct, which you can find in this bulletin and on the Jamboree website.  

We are dedicated to ensuring the safety and well-being of all participants and adults at the World Scout Jamboree, also through comprehensive safeguarding measures and fast reactions to incidents. The representative of the Safe from Harm Operations Unit will be operating at the Emergency Operations Centre (available 24h), in conjunction with the Jamboree Operations Centre.  

In the event of moderate and severe Safe from Harm incidents, the Safe from Harm Operations Unit may require assistance from the Contingent Management Team. Please make sure to choose one person among your CMT or one contact number, which will be an emergency contact number used for communication in the case of Safe from Harm incidents involving participants or adults that are a part of your contingent.
