How to Build Your Contingent?

Building your Contingent for the Jamboree requires careful planning to ensure a diverse, well-structured, and well-supported group of participants and volunteers. Below you will find recommendations to help you assemble your delegation Contingent effectively.  

Contingent Size and Limits

Each Contingent must comply with the participation limits outlined in the Terms & Conditions. The maximum size of any Contingent is 10% of the total number of Jamboree participants, meaning no Contingent can exceed 3,600 people. This ensures a balanced and diverse event with participation from across all Regions of Scouting. 

The Contingent exists of both youth participants and adult volunteers, of which the adult volunteers may not exceed the number of youth participants.

Youth Participants and Unit Structure

Youth participants attend in Patrols of 9 Scouts with 1 Adult Patrol Leader. Four Patrols together form a Unit. If an NSO cannot bring a full Unit, international Units will be formed with Patrols from different NSOs. 

Adult Volunteers and Roles

Adult volunteers play a vital role in the Jamboree and can join in several capacities:  

•  Adult Patrol Leaders (APL) – Supporting and guiding Patrols. Each Patrol will be accompanied by one Adult Patrol Leader (APL). The APL must be at least 18 years old as of 30 July 2027. Adult Patrol Leaders play a vital role at the Jamboree: they are expected to be strong leaders, reliable problem-solvers, and trusted role models for the youth participants. They will guide their Patrol through activities while also supporting the physical and mental well-being of each member. 
• International Service Team (IST) members – Helping deliver the Jamboree experience.  IST are the helping hands of the Jamboree. They are aged 18+ on 30 July 2027. IST are recruited through their Contingents and will be assigned to a job. More information on IST can be found in the chapter about IST. Each Contingent is expected to bring IST members to contribute to the Jamboree’s operations. However, the number of IST members cannot exceed the number of Youth Participants in your Contingent. 
• Contingent Management Team (CMT) members – Overseeing the Contingent’s logistics, welfare, and overall support.  This team of adults (18+ on 30 July 2027) is responsible for the general operations of the Contingent.

Each Contingent is encouraged to have at least two CMT members, one of which should be the Head of Contingent, who serves as the primary point of contact. The number of CMT members allowed is based on the size of the Contingent. Further details on registration and limits can be found in Circular #1. 
 
We suggest that, where size allows, the CMT should include adult volunteers covering essential roles such as: health and safety, Safe from Harm, IST coordination, finance and logistics.

IST Pre-Selection for Special Roles

During the IST selection process, Contingent Management Teams will have the opportunity to pre-select IST members for specific roles, such as supporting Contingent Pavilions (National Tents) and Food Houses if planned. Further details on registration can be found in Circular #1. 

Learning and personal development for Contingent Management Teams

Participating in a World Scout Jamboree is a valuable learning experience—not only for young people but also for adult volunteers. For both Heads of Contingent (HoC) and Contingent Management Teams (CMT), the Jamboree provides a unique opportunity to develop new skills, strengthen teamwork, and prepare for an unforgettable adventure.

As part of this journey, we will begin hosting a series of informative and engaging sessions starting at the end of 2025. These sessions will explore topics such as building an effective CMT, fostering clear and inclusive communication within your contingentContingent, and supporting personal development. We will also focus on areas such as well-being, operations, and travel logistics. Each session will include insights from previous HoCs and CMT members, outline our expectations, and create space for discussion and collaboration.

In addition to these preparation-focused sessions, we will also hold meetings on essential Jamboree-related topics, including Safe from Harm, Security, and Camping at the Jamboree.
All sessions will take place online and will be recorded, giving you access to a valuable resource library to revisit whenever needed. With your active participation, we are confident that the Jamboree will be both meaningful and memorable for all HoCs and CMTs.

Head of Contingent Meetings

Following the success of our in-person Head of Contingent Meeting #2, we are pleased to announce the next two upcoming meetings:

• HoC Meeting #3: 22–26 July 2026
• HoC Meeting #4: 2–4 April 2027

Both meetings will take place in Gdańsk, Poland.

These gatherings will provide important updates on Jamboree planning and offer opportunities to share knowledge, ask questions, and connect within your Regions. We know from your feedback that networking and peer exchange were among the most valuable aspects of the previous meeting, and we are committed to building on that success.
