Procurement Procedure and Legal Basis

Legal basis:
This procurement procedure is not subject to the provisions of the Act of 11 September 2019 – Public Procurement Law (Journal of Laws 2019, item 2019, as amended).
The formal basis for conducting this procedure is the Procurement Procedure Regulations available on the website of the Jamboree Organizing Committee, as well as this Invitation.

Pursuant to Article 71 of the Civil Code, this Invitation constitutes only an invitation to submit offers within the meaning of Article 66 §1 of the Civil Code.
The Announcement itself does not constitute an offer.

Description of the Subject of the Contract

The organizers of the 26th World Scout Jamboree in Gdańsk kindly invite you to submit an offer for the development and delivery of an e-learning course for event volunteers.

The subject of the contract is the preparation of an e-learning course consisting of five (5) training modules, each with an approximate duration of 10 minutes.

It is assumed that the entire course will include approximately 30–35 e-learning screens, developed on the basis of substantive materials provided by the Contracting Authority.

The course should:

  • take the form of a modern, interactive e-learning training course,

  • be adapted to the target audience of volunteers of an international event,

  • incorporate the visual identity of the 26th World Scout Jamboree, in accordance with the brand book provided by the Contracting Authority (color scheme, typography, graphic style),

  • be prepared in a manner that allows for easy implementation on the e-learning platform of the Contracting Authority or another platform indicated by the Contracting Authority.

Scope of the Offer

The offer should include:

  • Name of the Bidder;

  • Cost estimate (broken down into individual components of the service). The price proposal should include all costs constituting the total price, including VAT;

  • Information regarding experience in the implementation of similar projects;

  • Bidder’s contact details, including an e-mail address to which the supplier will receive all information related to this Invitation, including information on the selection of the offer;

  • A copy of the Bidder’s registration documents or a printout of information corresponding to a current extract from the relevant register, valid as of the date of submission of the offer;

  • A signed declaration of non-cooperation attached to the announcement.

Criteria for Selection of the Supplier

After the submission of offers, the Contracting Authority may conduct negotiations with selected or all Bidders.

The selection of the Supplier shall be at the sole discretion of the JOC. The intention of the JOC is to review the offers and negotiate the most favorable terms for the performance of the Subject of the Contract. The JOC reserves the right to select the Supplier at its own discretion, as well as to select none of the offers, in which case Article 72 §2 of the Civil Code shall not apply.

The JOC will select the offer presenting the most advantageous overall balance of price, operating costs, execution or delivery time, and other material terms of this Invitation, including requirements related to environmental responsibility, as expected by the Jamboree Organizing Committee.

Submission of the Offer

Prior to submitting an offer, the Contracting Authority allows written questions to be submitted by e-mail to: gdansk@wsj2027.pl.
After the submission of offers, the Contracting Authority allows additional negotiations to be conducted.

The offer may be submitted in electronic form or in person at the Jamboree Office.

Electronic submission

The offer and all attachments must be compiled into a single PDF file, which must be signed with a Trusted Profile signature or a certified electronic signature by the person(s) authorized to represent the Bidder and sent to gdansk@wsj2027.pl.
The subject line of the e-mail should include the number of this Invitation.

In-person submission

The offer must be signed by persons authorized to represent the Bidder and submitted in a sealed envelope at the Jamboree Office (Gdańsk, ul. Mierosławskiego 15) or at the JOC headquarters (Gdańsk, ul. Za Murami 2–10).

In the case of postal or courier delivery, the date and time of receipt at the Jamboree Office shall be decisive. The Jamboree Office operates Monday to Friday from 08:00 to 16:00.

The envelope should be marked as follows: “OFFER IN PROCEDURE NO. 17/2025”

Deadline for Submission of the Offer

The offer must be submitted no later than 12 January 2026 at 15:00.

Final Provisions

  • Offers that do not meet the requirements described in this Announcement will not be considered by the Contracting Authority.

  • The Bidder shall be bound by the offer for a period of 50 days from the date of submission of the offer.

  • The Contracting Authority will inform Bidders who submitted offers of the outcome of this procedure by e-mail to the addresses indicated by the Bidders. Failure to provide an e-mail address will result in the inability to receive information on the outcome of the procedure.

  • The selection of an offer and notification of the Bidder by the JOC does not constitute acceptance of the offer. The contract shall be concluded upon the signing by the Bidder and the JOC of a separate document containing the detailed terms governing the performance of the subject of the contract. The JOC reserves the right to present a template of such an agreement, which the supplier acknowledges.

  • The JOC reserves the right to: cancel this procedure in whole or in part at any time; select no offer; change the deadlines specified in this Invitation; request additional detailed information and explanations from the Bidder.

None of our activities related to this procedure involve, nor will involve, directly or indirectly, such entities or persons.

Subcontracting and supply chain integrity

We do not engage, nor will we engage, any subcontractors, suppliers, or other entities that are Russian or whose Russian capital exceeds 10% of the total contract value in the performance of the contract.
